Yes the character will only move when the in-game mobile phone is closed, or not actively speaking to another character.
Close the phone by pressing the ‘X’ in the top right corner of the phone
You can now move.
If you clicked into one of the phone sections, press the arrow button ‘<‘ in the top left corner of the phone
Then press the ‘X’ in the top right corner to close the phone

Simply click on the character and choose one of the options from the dialogue list
Choose the last dialogue option if available. This is usually text such as ‘Nevermind’ or ‘See you later’
If the character stops moving and you have not opened the ingame mobile phone and you are not talking to another character, please open the in-game phone, click settings, save your game and then load the game. You should now be unstuck.
Please ensure your 'Silent' button is switched off and volume is turned up.
